Learner Licence is valid for six months, without learner license you never apply for valid driving license that's by the Learner license is mandatory to apply for driving license.

Yes, you can drive vechile if you have leaner license but the conditions when u driving vechile you heve to paste "L" alphabet on the vehicle and also sit with you one person who have valid driving license.
