FIR against OGW for fake gun license, two FIR in fake gun licenses, five cancelled, two in process
OGW with fake gun license in nine history sheeters identified with gun licenses
Reasi: District police Reasi identified nine notorious criminals, habitual offenders and history sheeters of district Reasi who had on the pretext of self protection had managed arms licenses from different districts including other than of their permanent residences, in their favour and few of them even kept upto three weapons and ammunition in their possession since years. Two of them were possessing fake licenses where as record of one license issued by SDM Mendhar has been reportedly destroyed in a fire. Field report does not support any threat to them for which they need self protection, rather they are threat to the peace of society by possessing arms and ammunition.
It came to the notice of police that these criminals are using these weapons to harass the peace loving and innocent people of the area and had created a fear physcosis in the minds of common people. They had amassed huge wealth by the terror of their deeds.
District Police Reasi swung into action by identifying these notorious criminals, prepared a fresh field report and approached the concerned District Magistrates with recommendations for cancellation from where these license were issued.
An over ground worker (OGW) working for terrorists, Mohd Asgar Mir son of Mohd Amin Mir resident of Jamlan Mahore had also managed fake gun licence from district Udhampur in the year 1984. He remained involved in 2 FIR’s of harboring and murder. Case FIR's numbers 14/1997 U/S 212, 216 RPC and 62/2005 U/S 302, 364, 120-B RPC, 7/27 Arms Act stands registered against him in police station Mahore.
When police approached DM Udhampur, it came to light that the record of his gun license does not exist in the office of District Magistrate Udhampur and he had managed a fake gun licence. In this regard cognizance has been taken and a case FIR registered against him in Police Station Mahore. Police immediately seized his illegally possessed Gun along with ammunition.
Mohd Asgar Malik son of Mohd Ismail Malik resident of Jamaslan tehsil Mahore district Reasi a history sheeter of Police Station Mahore who had managed gun license from district Poonch and kept SBL 12 bore gun No. 18557/09 in his possession. He remained involved in ten cases of attempt to murder, assault and theft from the year 2010 on wards. case FIR No. 70/2010 U/S 447, 336, 323, 382,147 RPC, FIR No. 84/2010 U/S 353, 341, 147, 149 RPC, FIR No. 74/2011 U/S 307 RPC, FIR No. 89/2012 U/S 379, 201 RPC, 6/39 F. Act, FIR No. 85/2014 U/S 379, 409, 411 RPC, 6/39 Forest Act, FIR No. 87/2014 U/S 341, 323 RPC, FIR No. 71/2015 U/S 494, 497, 498-A,109 RPC, FIR No. 27/2018 U/S 420, 109 RPC, FIR No. 53/2018 U/S 370A, 376 RPC, FIR No. 149/2010 U/S 279 RPC registered against him in police station Mahore. District Police Reasi along with the field report and recommendation approached District Magistrate Poonch for cancellation of this gun license, shockingly it came to light that Mohd Asgar had managed a fake license as well as renewal entry from the office of District Magistrate Kathua which does not exist in their records. In this regard cognizance taken and eleventh case FIR has been registered against him in Police Station Mahore and illegally possessed weapon and ammunition has been seized by police.
Mohd Ismail son of Abdullah resident of Jamslan tehsil Mahore district Reasi, history sheeter of police station Mahore manged gun license from district Udhampur in 1996 and kept SBL 12 bore gun in his possession. Ismail is a habitual offender of the area and remained involved in nine case FIR’s in addition to local panchies (extra legal adjudication), of harboring, theft and assault.
Case FIR's numbers 81/2003 U/S 212, 216 RPC, FIR No. 70/2010 U/S 336, 382, 323, 447, 147, 148 RPC, FIR No. 89/2012 U/S 379 RPC, 6/39 F. Act, FIR No. 17/2013 U/S 452, 427, 34 RPC, FIR No. 85/2014 U/S 379 RPC, 6/39 Forest Act, FIR No. 125/2015 U/S 498-A, 506, 323 RPC, FIR No. 62/2018 U/S 458, 380, 323, 506 RPC, FIR No. 74/2018 U/S 420, 409, 109 RPC, FIR No. 16/2014 U/S 379 RPC are registered against him in Police Station Mahore and Gool (Ramban). On field report and recommendation of District Police Reasi, his license has been cancelled by District Magistrate Udhampur and Reasi Police immediately seized his illegally possessed weapon along with ammunition.
Another history sheeter Rattan Lal son of Hari Ram resident of Gadal, Reasi had surprisingly manged gun license from district Srinagar and kept 12 Bore Gun in his possession. 12 Case FIR’s between 1984 to 1989 of attempt to murder, assault, Kidnapping, theft etc. etc. are registered against him. Case FIR's numbers 175/84 U/S 392, 307, 436, 336, 148, 149, 295 RPC, FIR no. 98/1986 U/S 307 RPC, FIR No.196/1985 U/S 147, 341, 323 RPC, FIR no. 124/1989 U/S 5 T. Act, 379 RPC, FIR No. 03/1989 U/S 379RPC, FIR No. 130/1991 U/S 341, 307 RPC, FIR no. 44/1988 U/S 279, 337 RPC, FIR No. 140/1987 U/S 363 RPC, FIR No.197/1986 U/S 382, 341, 332, 147 RPC, FIR No. 184/1986 U/S 379 RPC, FIR No. 167/1989 U/S 307, 148, 149 RPC, 4/27 Arms Act, FIR No. 181/1986 U/S 379 RPC are registered against him in Police station Reasi. Reasi Police approached District Magistrate Srinagar with the field report and recommendation for cancellation of this Gun License. It was immediately cancelled by the order of District Magistrate Srinagar and communicated back to District Police Office Reasi to which police immediately seized the weapon and ammunition.
Gulshan Kumar @Shiv Jyoti son of Bodh Raj resident of Gran Morh, Reasi another notorious criminal of Reasi, a history sheeter of police station Reasi, on the pretext of self defense manged gun license from district Udhampur in 1996 and kept 03 weapons in his possession. With these weapons he used to harass and threat the people. Cases of murder and theft stand registered against Gulshan. He remained involved in case FIR numbers 72/1992 U/S 302, 34 RPC, 4/27 Arms Act, FIR No. 107/1998 U/S 302, 341, 148,149 RPC, FIR No. 137/1998 U/S 3/25, 4/25 Arms Act, FIR No. 01/1998 U/S 6 Forest Act, 379 RPC, and Istgassa U/S 107/151 CrPC produced in the court of law on 12.03.2004 of police station Reasi. On the field report and recommendation, his gun license is immediately cancelled by District Magistrate Udhampur and his weapons along with ammunition are seized immediately thereafter.
Another History Sheeter of police station Mahore Zaman Shah son of Mubarkh Shah resident of ‘Soo-Bathoi’ (Mahore) Reasi managed Gun license from district Udhampur and kept one SBBL bearing Reg. No. 22152/95. Three number of cases of theft and murder are registered against him from 1991 onwards. He remained involved in case FIR No. 69/1991 U/S 452, 147 RPC, FIR No. 131/2000 U/S 382, 447 RPC, FIR No. 121/2010 U/S 302, 34 RPC. District Police Reasi with field report and recommendation approached District Magistrate Udhampur. Gun license is cancelled and communicated back to DPO Reasi. Police has immediately seized the weapon and ammunition.
Another History Sheeter of police station Arnas Raman Kumar son of Krishan Dutt resident of Arnas managed gun license from district Jammu and kept weapon in his possession. Raman is involved in case FIR No.127/1993 U/S 341, 353, 382 RPC, FIR No. 02/2008 U/S 341, 323, 147, 148 RPC of Police Station Arnas. District Magistrate Jammu immediately cancelled this license on the report and recommendation of Reasi police and order of cancellation communicated back to DPO Reasi. Police station Reasi has seized the weapon and ammunition.
Gun licences of history sheeters Sachin Singh and Maan Singh are also recommended for cancellation and are under process of cancellation. District Police Reasi has also approached District Magistrate Reasi and Udhampur alongwith field report and recommendations for cancellation of these licenses.
After field reports of bullying and harassment of common people by these history sheeters and notorious criminals came in the notice of Reasi Police, SSP Reasi Shailender Singh identified these notorious criminals and made written correspondence with District Magistrates of Poonch, Srinagar, Jammu, Udhampur, Reasi along with past conduct and current activities of these criminals and recommended for cancellation of Arms licenses issued in favour of these criminals.
After scrutiny of police reports of these gun license holders, concerned District Magistrates found these cases fit for cancellation of arms licenses issued in their favour. By continuous proactive efforts against crime and criminals, Reasi Police unearthed two fake gun licenses and registered FIR’s, facilitated in cancellation of five Gun Licenses and perusing in two more cases for cancellation.
SSP Reasi, Shailender Singh conveyed that verification of all gun licenses issued from outside Reasi is also going on by district police Reasi to unearth fake gun licenses if any in the district used for possessing arms by any person. Further urged that people with such licences should come forward by themselves and surrender such licences immediately.
Police officers of Reasi have been receiving a number of voice calls from common citizens for showing their relief and happiness on disarming the goons of their areas who by creating an environment of terror and fear among the minds of common people were trying to become public representatives by bullying and harassment of innocents.
