Five Officials, three Policemen Injured In Stone Pelting in District Reasi during anti-encroachment drive
Reasi: The possession of land measuring 116 Kanals and 03 Marlas situated in the Village Katal (Gran Morh) District Reasi duly allotted by the Government was taken over by the Housing Board on spot after proper demarcation on 08.11.1995. Subsequent to above, developmental works on the land were taken up by the J&K Housing Board.
Meanwhile, the Industries & Commerce Department occupied 56 Kanals 8 Marlas of land leaving behind only 59 kanals and 7 Marlas with the Board.
The Jammu and Kashmir Housing Board issued demand notice vide No.HB/1855 dated 08.09.2010, No.HB/4342 dated 29.01.2011 and No.HB/5307-08 dated 30.01.2012 for allotment of plots in the Housing Colony, Reasi and subsequently offer letters were issued for 39 plots in favour of applicants who deposited full payment of plots (measuring 30X60 sft) but till date possession could not be handed over to them for different reasons especially the malafide litigation initiated by Karnail Singh and others.
As per Details share with Media, Today J&K Housing Board handed over the necessary documents to the allottees on spot for registration in the Court of Sub Registrar and also handed over possession of the plots to the 39 allottees.
Regarding the litigation part, it is mention that Mr. Karnail Singh and others filed application in the Hon’ble High Court claiming ownership of the Shamilat Deh land measuring 244 Kanals and 7 Marlas falling under Khasra No.660/624/563 of Village Katal Gran Morh Tehsil & District Reasi and sought orders for demarcation of the land.
The Hon’ble High Court on 04.11.2015 in OWP No.1634/2015 MP No.01/2015 disposed off the petition with the direction to the respondents to carry out demarcation of land falling under Khasra No.660/624/563 at Village Katal, Gran Morh Tehsil and District Reasi.
In pursuance to the directions of the Hon’ble High Court, a Committee was constituted by the Deputy Commissioner, Reasi vide PS/DC/Resi/02/59-68 dated 07.04.2016 to conduct the demarcation of the land falling under Khasra No.660/624/563 at Village Katal Gran Morh Tehsil and District Reasi .
The report submitted by the demarcation committee has clearly established possession of land measuring 59 Kanals and 7 Marlas by the Board and 56 Kanals and 08 Marals by the Industries Department (Total 116 Kanals and 3 Marlas).
The report has brought for the following facts about the land in khasra No.563:- Total land 5998.19 Kanals Forest 4264.11 Kanals Revenue 237.09 kanals Government/State Land 1252.12 kanals.
Out of it 116.3 Kanals allotted to J&K Housing Board. Out of which 56.8 Kanals occupied by Industries & Commerce Department. Remaining 59 Kanals 07 Marlas with J&K Housing Board. Shamlat Deh 244.07 Kanals.
Originally was Kahcharai but changed to Shamlat Deh in 2011 by order of Deputy Commissioner, Reasi. Out of it 8 Kanals 10 Marlas acquired by Railways for approach road. Compensation deposited in Panchayat head.
The private parties having vested interest in the Shamilat Deh land had been trying to grab the Shamlat Deh land and trying to show the Housing Board land as that of Shamilat Deh which is not a fact. On these pretexts the private parties, who as per rule have no claim over Shamilat Deh Land, were hampering handing over possession of plots to the allottees.
Fact of the matter is that the Industries & Commerce Department has already occupied 56 Kanals & 08 Marlas of J&K Housing Board land without any hindrance but litigants are now disputing the land under ownership of J&K Housing Board.
The process of allotment of plots by the J&K Housing Board was being stalled by filing fictitious litigations for above reasons.
The Housing Board with the full support of district administration Reasi conducted a day long exercise and handed over plots to the allottees who had paid all dues to the government way back in 2010.
The District Magistrate Reasi, Mr. Charandeep Singh and SSP Reasi, Mr. Shalinder Singh, ADC, Reasi Mr Abdul Sattar, ASP Reasi, Mr Surjeet Bhagat, ACR Reasi, Tehsildar Reasi supported the handing over of the plots to legal owners by providing all facility in the shape of Magistracy and Security Cover.
During the handing over of plots some miscreants pelted stones on the officers leaving the official vehicle of MD Housing Board damaged, damaging the private JCB and a vehicle of Journalist.
Five persons including three police personal and two officials of the Board were injured.
The police has lodged FIR No. 222 against the miscreants under section 307, 353, 336, 427, 447, 147, 149 of IPC. Police has arrested 11 persons including three ladies.
The arrested include

4) Sidhant Singh Barotra S/O Suram Singh Barotra
5) Vakeel Singh Barotra S/O Ram Singh Barotra 6) Raj Singh Barotra S/O Krishan Singh Barotra 7) Raghubir Singh Barotra S/O Ram Singh Barotra
8) Ashok Singh Barotra S/O Ram Singh Barotra 9) Vimla Devi W/O Karan Singh Barotra
10) Darshana Devi W/O Kishor Singh Barotra 11) Reeta Balotra W/O Raghubir Singh Balotra etc. all are Resident of Gran Morh, Tehsil and District Reasi.
Rest of the miscreants are at large and police hunt continues to nab them. After the stone pelting incident the entire exercise was conducted in a peaceful manner.
The exercise was monitored by the MD, J&K Housing Board himself on the spot with other officers of the Board.
