Manjit Singh led DP deputation calls on LG J&K, Seeks political reservation, property rights, special recruitment drive for DPs

Jammu: Apni Party Provincial President Jammu Manjit Singh along with a deputation of Displaced Persons today called on Lt Governor Manoj Sinha at Raj Bhavan in Jammu.

Manjit Singh, Former Minister, led the deputation and submitted a memorandum to the Lt Governor with regard to the demands of Displaced Persons.

The Govt is celebrating 50th victory of 1971 war with Pakistan but the suffering of Chhamb residents were not addressed as yet, he said, and appraised that the war was won by India, but Chhamb was handed over to Pakistan due to which suffering of the displaced persons were further aggravated.

“The Chhamb people in lakhs are yet to get settled. They are not given property rights on the land allotted to them by the Govts and many of them have not received any kind of land since they were uprooted following occupation of Pakistan in Chhamb,” he said.

He further informed the LG that the DPs are deprived of compensation by the Govt. whenever their land is acquired for border fencing or developmental work in Jammu, Kathua, Samba and other areas.

“On the one hand, we are celebrating Vijay Divas, and on the other, Chhamb displaced persons are not settled nor their basties are regularized by the Govt due to which they are deprived of benefit,” he informed.

He further informed the LG that the settlement record of 1965 and 1971 DPs pertaining to Chhamb is in Delhi and it should be brought back to J&K.

“The rights of the DPs should be restored and they be given ownership rights on Custodian Land/properties to the DPs,” he said, and added that they should be given rent of the land acquired by the Govt for different purposes in the past, too.

He said that the deserving DPs were not given compensation by the Govt even as the land was allotted in their name. He also demanded job reservation for the DPs.

“The Govt. should clear the land deficiency by providing land to the deserving DP families. When the land was allotted to the DPs, many families were left with land deficiency which needs to be removed as early as possible,” he said.

With regard to compensation to the farmers affected due to hailstorm and heavy rains, he demanded adequate compensation as they have suffered adversely from the crops damage following inclement weather conditions.

He said that the compensation which is being offered by the Govt to the farmers for crop damage is completely insufficient and it should be enhanced by consulting the farmers.

He said that the DPs are politically backward and therefore, they should be given political reservation as their vast population is spread in all three border districts of Jammu, Kathua and Samba.

While submitting the memorandum, he said that pending financial package should be

The DPs package which was recommended by the Joint Parliamentary Committee i.e., Rs 30 lakhs be given to each DP family, he said.

He also said that the compensation files are being cleared in a very slow-pace by the respective DCs. Many of the files are yet to be cleared and majority of the compensation files are pending from the last 5 years which needs to be expedited. The package should be paid in full and final to the DPs,” he added.

After listening to the deputation patiently, the LG assured that he would look into the demands and do the needful accordingly.

The LG assured the deputation that property rights shall be given to the DPs of 1965 and 1971 and the settlement record which is in Delhi shall also be brought back to Jammu.
