Notice regarding conduct of OMR based PARVAAZ Qualifying Test (PQT) for selection to IAS/JKAS coaching program under PARVAAZ Scheme
Mission Youth, J&K had invited online applications from interested candidates for availing free coaching for JKAS/IAS Competitive Examination vide this office Notification No. FD-MY/34/2021, dated: 03-02-2022 from 07-02-2022 to 20-02-2022 and last date was further extended to 24-02-2022. The OMR based entrance examination for selection to the coaching program is scheduled to be held on 8th of May, 2022 (08-05-2022) in a single sitting from 11:00AM – 01:00PM at designated Examination Centre at district level.
THE IMPORTANT POINTS WITH RESPECT TO PQT:
1. The examination shall be conducted in a single sitting in which candidates shall be undertake single paper comprising of 100 Multiple Choice Questions (MCQ) and shall mark answers on OMR Sheet provided .
2. The duration of the examination shall be two (02) hours only i.e. 120 minutes.
3. The paper shall be of 300 marks in total with each MCQ carrying 3 marks.
4. There shall be negative marking for every wrong answer . For every right answer, the candidate shall be awarded 03 marks and for every wrong answer, 01 mark shall be deducted.
5. The candidate shall have to score a minimum of 25 percent marks i.e. 75 marks for consideration for coaching program . Those candidates who score more than 75 marks shall only be eligible for coaching program even if there is shortfall of candidates for the program.
6. The merit list shall be drawn based on marks scored in the PQT . In case of equal marks, the candidate having more correct answers shall be awarded higher merit. In case of equal right answers, the candidate having higher age shall be awarded higher merit.
7. The admit card shall be made available online for download on the website of Mission Youth (www.missionyouth.jk.gov.in ) three to five (03-05) days before the date of examination . Notice in this regard shall be issued by Mission Youth. Candidates are advised to check the Notifications section on the above website regularly for the same.
8. Entry to the examination centre shall be closed 20 minutes prior to scheduled start of the examination i.e. 10:40 AM. No candidate shall be allowed to enter the examination centre after this closing time.
9. The question paper shall be designed in a manner to test the General Awareness, qualitative/quantitative aptitude and reasoning skills of the candidates. The topics to be covered under General Awareness shall include but not restricted to History, Geography, Polity, Economy, Social Sciences, Science & Tech, Sports, Environment/Ecology, International Affairs and Current Affairs aimed at testing the general awareness of the candidates.

IMPORTANT INSTRUCTIONS FOR CANDIDATES FOR SMOOTH CONDUCT OF THE PQT:
1. Candidates are advised to arrive well in time in the examination centre.
2. Candidate must carry the Admit Card and original photo-ID proof (i.e. AADHAAR CARD WITH PHOTOGRAPH/PAN-CARD/PASSPORT/DRIVING LICENCE/VOTER’S CARD) with them in the Examination Hall. No candidate would be allowed to sit in the examination without Admit Card or necessary corroboration of Admit Card with valid original I.D. proof.
3. The candidates must not scratch, overwrite, tick mark in the OMR answer sheet. Multiple answers will be considered as wrong answer.
4. NO REQUEST FOR CHANGE IN ALLOTTED EXAMINATION CENTRE WILL BE CONSIDERED UNDER ANY CIRCUMSTANCE.
5. The Candidates are allowed to use only Blue or Black ball point pen for filling details in OMR Answer sheet. Use of pencil and gel-pen is not allowed.
6. The candidates should check their Question Paper before attempting to answer any question to ensure that there is no missing question or page, blank page, damaged or defaced page in their Question Booklet. In case candidate notices that he/she possesses such Question Paper, at any time during the Entrance Test, he / she shall inform the Invigilator regarding this to replace such Question Booklet immediately.
7. The candidates are advised to carefully read all instructions on Admit Card before coming for the examination.
8. The candidates are advised to maintain proper discipline and follow the instructions properly.
9. The candidate would not engage themselves in side-talking which would disturb the examination.
10. The candidates will not be allowed to go to wash room during the Test, except in emergency caused by ill health, but in no case during the last 30 minutes of the examination.
11. No candidate will be allowed to leave the classroom before the test time is over, irrespective of any reason whatsoever.
12. The candidates shall fill up all the relevant boxes and bubbles on the OMR Sheet with correct Roll Number, Series, Question Booklet number etc. Incompletely filled OMR Sheets shall be rejected.
13. The candidates shall mark their attendance on the attendance sheets by putting his or her signature against his/her name.
14. In case photograph is missing on Admit Card, the candidate needs to affix passport size photo (same as that uploaded on the online form) and carry additional one photograph.
15. The candidate must darken one bubble only corresponding to the chosen option, in response to each question. There shall be negative marking if the candidate has darkened more than one bubble a question to answer.
16. The candidates shall darken the correct bubble (option) strictly as per the guidelines so that the candidate’s responses are deciphered properly while scanning of OMR and Mission Youth is not responsible for problems on account of wrongful recording of answers .
17. Candidate are not allowed to carry any calculators, mobile phones, Bluetooth devices, papers, notes, book, scanning devices, pagers, headphone, earplugs, laptops, i-pad, table pc and / or other computing/communication devices or electronic gadget into written test venue. Candidates found using or possessing such unauthorized materials, indulging in copying or impersonation or adopting unfair means are liable to be summarily disqualified and may also be subjected to penal action.
18. Candidates must abstain from obtaining any kind of unfair assistance.
19. Impersonation or use of unfair means by any candidate will make him / her liable for disqualification / cancellation of candidature.
20. Candidates will be allowed to carry only the following Items with them into the examination venue:- a. Admit Card & valid ID card b. Wearing masks is mandatory for candidate c. Transparent water bottle. d. Hand sanitizer e. Simple Black/Blue Ball-point Pen.
21. Candidates will be disallowed to appear in the examination in below scenarios:- a. Candidates reporting to the centre after gate closing time. b. Candidate not carrying the printed copy of the admit card. c. Candidate not carrying the original ID proof. d. Candidate has not affixed colour passport size photograph (same as used in registration application) on e-admit card (in case the photograph is missing on the admit card).
22. Candidate shall follow COVID appropriate behavior at all times inside in the Examination Centre.
23. Entry Time for candidates has been mentioned in the Admit card. Exit time will be decided by the Supervisor of the Centre concerned.
