Parvaaz Scheme Registration 2023 NEET(UG) & JEE Exam Exam Free Coaching
Jammu Kashmir Government recently announced Parvaaz Scheme 2023 under the mission youth J&K. This is basically a free coaching scheme for the competitive exams that are held in Jammu and Kashmir. These competitive exams are Like National Eligibility Cum Entrance Test (NEET-UG) Exam and Joint Entrance Examination (JEE) conducted by National Testing Agency for admission to undergraduate medical courses and engineering courses respectively. For free coaching, Jammu Kashmir students can avail the benefit of this scheme.
So mission youth Jammu and Kashmir invite online applications for all the eligible candidates who want to appear in the Parvaaz Scheme.

The general terms and conditions about the selection process, eligibility, educational qualification, domicile, Coaching Programs etc. are as follows:
Selection
Selection shall only be based on merit arrived on the basis of percentage of marks in 10th & 12th standard. The details regarding calculation of merit can be seen at Point (5) of this notification. As per the merit scheme, Document Verification of the qualified candidates shall be carried out and final selection list shall be issued after the Document Verification.
Eligibility
Age Limit
The applicable age limit shall be the age limit of the NEET (UG) & JEE exam, as applicable. The limit on attempts, if any, shall also be applicable as per the examination.
Qualification Criteria
The candidate must be 12th Pass.
The candidates shall be required to upload scanned copy of relevant Certificate such as Mark sheet, Mark Certificate/Transcript, Result Card etc. for completion of 12th standard as proof of having passed the 12th standard on or before the last date of application submission under PARVAAZ, failing which the candidature of such candidates shall be cancelled. The candidates who shall prove, by documentary evidence, that the result of the 12th was declared on or before the last date of application submission and that he/ she has been declared passed, will also be considered to meet the educational qualification.
Family Income
Only the candidates having total family income from all sources not exceeding ₹8.00 lakh per annum shall be eligible for free coaching under the scheme. The candidate must possess an online issued digitally signed Family Income Certificate (original scanned copy to be uploaded) issued by the Competent Authority (Tehsildar) in the format prescribed for the purpose. The income certificate must have been issued on or after 01.01.2023. The candidates declared qualified shall be required to upload the income certificate online after the issuance of list of provisionally qualified candidates. Only those candidates who submit the income certificate within the stipulated time shall be considered for admission under the coaching program. No alternate document shall be accepted in place of Income Certificate and submission/uploading of any such document shall lead to rejection of application. In view of representations received last year for relaxation with respect to Income Certificate, Candidates are advised to apply for the same at the earliest and adequate time is being given for the same under this notification.
Domicile
The candidate should be a Domicile of the Union Territory of Jammu & Kashmir for consideration under the scheme and must possess a Domicile Certificate issued by the Competent Authority in the format prescribed for the purpose. He/she shall upload the same at the time of application.
Important Terms and Conditions
The final selection list shall be based on merit score arrived based on academic merit of the candidates (as detailed under point (5)) subject to successful verification of 10th and 12th percentages, document(s) and fulfillment of eligibility criteria of the scheme by the qualified candidate.
The candidate shall be eligible to avail free coaching only once. Students who have already availed free coaching under PARVAAZ or any Government scheme are not eligible under the present scheme and shall submit duly sworn in affidavit at the time of admission declaring that they have not availed any similar benefit under PARVAAZ or any similar Govt. funded program.
30% of the total number of seats notified for coaching shall be reserved for female candidates. In case requisite number of eligible female candidates is not available, the remaining slots shall be filled by male candidates.
In case of inadequate no. of qualified candidates available for coaching under either NEET or JEE program, the unutilized slots may be re-allocated for the coaching program in which adequate candidates are available.
Candidates are advised to visit the mission youth website regularly for updates. Mission Youth shall not be responsible for any candidate missing any deadline/ update regarding the selection process of the coaching programs.
The coaching program shall be as per the PARVAAZ scheme guidelines.
Coaching Programs
The current advertisement is for selection to free Coaching Program under PARVAAZ for National Eligibility Cum Entrance Test (NEET-UG) Exam and Joint Entrance Exam (JEE) conducted by National Testing Agency for admission to various undergraduate medical and engineering courses respectively.The details of coaching program shall be as under:
The coaching program shall be designed for dropper candidates only and shall be conducted at institutes empaneled with Mission Youth.
The candidates should be ready to move to the location of coaching institute allotted (Jammu/Srinagar).
The coaching program shall be designed to improve required examination-based skills, clear concepts and make the candidates examination ready in 2024.
The duration of course shall be 09-12 months.
Weekly Practice Tests/Assessment Tests/Mock Test/Test Series etc. shall be part of the program.
The duration and plan of the coaching program shall be based on the syllabus, difficulty level and scheme of entrance examination.
Candidates shall have to ensure a minimum of 90% class attendance during the coaching program.
Candidates who remain unauthorized absent as per norms shall be liable to recovery of coaching fee along with 10% penal interest.
Selection Method
- Selection of Candidates under the PARVAAZ scheme for free coaching shall be based on merit arrived from percentage of marks 10th and 12th class as per the formula given below:

In case of tie in score, merit shall be decided in the following order of preference:
- Candidate with higher 12th percentage
- Candidate with higher 10th percentage
- Candidate with lower annual income.
The minimum qualifying score to be obtained by the candidate for consideration under the program shall be 60 points.
How to Apply?
The application process shall be as under:
- For applying under the PARVAAZ scheme, the candidate must submit the application on the website of Mission Youth (https://missionyouth.jk.gov.in/ ).
- The registered candidates shall click on Apply for PARVAAZ Scheme (NEET/JEE) banner on the portal.
- Candidate shall select the program for which the candidate intends to avail coaching facility (NEET or JEE). Candidates are advised to go through the documents required for applying for the program and keep them ready in the required format at the time of online application submission.
- Candidate shall have to verify the email id submitted for the purpose of submission of application through an OTP sent on that email id before submission of application.
- The candidate shall fill up the rest of the application form, upload all the documents and; recent & clear passport size photograph and signature.
- The candidates are advised to fill the 12th and 10th percentages exactly and not round off the percentages on their own for correct calculation of merit score.
- In the event of submission of incomplete or wrong information by the candidate including blurred/ distorted/ blank photographs, the application form of the candidates shall be rejected and the candidate shall not be considered under the program.
- Candidates are advised to fill all the details in the form very carefully in order to avoid mistakes/ errors. Post submission of form, no correction/editing shall be allowed in the submitted application form.
Saving Clause
In case of any clarification required/ difficulty faced, necessary clarification shall be issued by Office of CEO, Mission Youth, J&K after approval from competent authority. In case of any dispute, the decision of the CEO, Mission Youth, J&K shall be final and binding in the matter.
