J&K Govt constitutes Review Committee to check performance of Service Selection Board
Jammu, Jun 09: On the directions of Ministry of Home Affairs, Government of India the government of Jammu & Kashmir has constituted the committee mainly to review the functioning of the Jammu & Kashmir Service Selection Board, which has almost lost its credibility to achieve the purpose for what it was created in past by the then government.
The General Administrative Department of Jammu & Kashmir Government has constituted a high-level committee to review the functioning of J&K Service Selection Board (JK SSB) due to its dismal performance in last two years.
The Ministry of Home Affairs, Government of India led by honest Prime Minister Mr Narender Modi vide its letter No FA. No. 13012/36/2022-C&S dated 03-04-2023 has directed the Chief Secretary of Jammu & Kashmir to take a review of the J&K Service Selection Board which has utterly failed in conducting the exams for recruitment process. The Government of India has expressed its concern over the dismal performances of the JK Service Selection Board especially since last one year.
The Government of India wanted to know that on 10-06-2022 the J&K government has constituted a committee under the chairmanship of the Financial Secretary Home (Additional Chief Secretary) RK Goyal to examine the irregularities occurred in the examination of the recruitment of Sub Inspector in Jammu & Kashmir Police department and aftermath what action has been taken according the report submitted to the government on 05-07-2022.
The Union Home Affairs Ministry has clearly stated in its letter the government must submit the report within 30 days that what action has been taken in this regard. But 69 days have passed against 30 days the report is still under process as the case is very complicated. The government of Jammu & Kashmir on the directions of Home Affairs Ministry of Government of India has constituted a committee vide Government Order No 487-JK(GAD) of 2023 dated 22-04-2023 comprising three members included chairman of the committee Mr Raj Kumar Goyal IAS Financial Commissioner (Additional Chief Secretary) Home Department; Mr Sanjeev Verma IAS Commissioner/Secretary to the Government, General Administrative Department; and Dr Rajan Langer IAS Secretary to the Government, Planning, Development & Monitoring Department.
The committee shall examine the work processes and the institutional set up in the Board and see whether the latter is designed to deliver on the Board’s core mandate, including suggesting changes, if any, that may be required to align the Board’s institutional structures with its core functions so as to improve its functioning in the long run.
The committee shall examine whether the process of tendering followed by J&K SSB in which the examination conducting company, namely M/S Aptech Ltd was selected to conduct the examinations, was consistent with the extant Financial Rules/Acts and, if all the relevant norms were fully complied with.
The committee shall also study the good practices being followed in other prestigious selection boards or tribunals of the country, which are successfully conducting major examinations, and recommend adoption of such good practices as can be implemented in J&K SSB. The committee shall be free to co-opt any officer in its deliberations. The Review Committee shall submit its report within fifteen (15) days from the date of issuance of this order. As per the order the committee has to submit the report within 15 days from issuance of order and the period of 15 days has expired on May 07, 2023.
